according to the Polish text on Chmurka it is open for posting with an
account. But I notice the form for registration is Polish only and the
English text is omitting the information on how to register.

Agency News:
People do seem to post from this. I expect you need to get an
account on their BBS and use that to log into the NNTP server for
posting, based on what that page says.

DOTSRC:
According to that page, since 2005 this server only carries a
sub-set of groups related to open-source software.

over the years i've used news.neodome.net and many other free newsservers,
e.g. news.mixmin.net, news.dizum.net, etc. for read-only downloading, and
remailers for posting to newsgroups (i've never used nyms or social media;
mail...@neodome.net, mail...@dizum.com are currently working gateways)

there are dozens of free nntp news servers, and about twenty-five public
remailers (11 mix w/ 5 exits, 14 yamn w/6 exits) which usually work well
and are very popular with innumerable users, often for posting to usenet
newsgroups such as this one; used judiciously with tor connections makes
for the safest and easiest way to use any newsreader clients, free agent,
40tude dialog, mesnews etc. i've been using remailers exclusively since
1998; currently using omnimix, tor browser, 40tude dialog and free agent;
40tude dialog is so much easier to setup and use than modern newsreaders
(e.g. thunderbird) ... also, google groups users are accustomed to a web
browser client; rocksolid is becoming especially popular because it runs
in any web browser, it's tor-friendly, user-friendly, and it works great:

using Omnimix w/Tor Browser simply to post via remailers to newsgroups,
set "SOCKS Version 5" in the Omnimix "StateExt" tab to update remailer
stats, and "News" tab to connect and download from the newsgroups host;
"Anon SMTP hosts" in "AnoMailS" tab is where you can add, edit, remove,
restore relays list; with Tor Browser always running in the background
(although that may not be as secure as using the built-in Omnimix Tor),
it's easy to browse the web more securely while at the same time using
Omnimix for whatever you might be using it for; this works wonderfully
in Windows 7 with Omnimix > Tor tab > Cfg > Port = 9054 (default), and
in Windows 11 with Omnimix > Tor tab > Cfg > Port = 9150; also, in the
Omnimix "Anon" tab be sure "Use 'Anon Mail S' Host" is checked/enabled:

I hope you do realise that this chap calling himself as Indira is a
known paedophile who goes by different nyms. He is best remembered by
the name of Arlen Holder. He goes about looking for unsecured
news-servers looking for young boys to abuse. It is best not to teach
