Safe Outdoor Storage for Propane Tank

I want to store a propane tank outside and want to know does anyone make and
enclosure specific to that purpose. Not only do I want to keep water off
the tank (to prevent rusting), but I would like to have some containment
value in the worst case situation where the tank was penetrated and exploded
or launched. Does anyone make a unit that firmly sinks into the ground
and has a tough sidewall as well as adequate ventilation?
