Consider that the real power in any society is the military (as long as the troops obey). Maybe Trump was simply informed that the top generals are now Obama Globalists. After all, Obama systematically purged and replaced the Generals!
BTW: NeoCons are not identical to the Rockefeller (Obama) Establishment. Apparently, they are closer than they used to be now due to the Israel / Saudi alliance against Iran and Russia! However, there's that Exxon/Tillerson deal to explore Russia's arctic for oil? Hmmmm?! Do the Rockefellers still control Exxon?
