Clearly you have exhausted yourself and you need to get more rest.
Alternatively, you can work on different muscle groups or perform similar
types of exercise. As time goes on, this exhaustion will no longer be felt.
Your recovery time will decrease and you will be able to do a high number
of pushups much more often.

Don't worry about it.
One of their jobs is to train you to pass that test at
the end of Basic.
They expect people who can't do 2 pushups to pass by
the time they're done with them.
And, it's the Air Force, not the Marine Corps. You're
in better shape than most of them now.

Two things occur to me, but first a disclaimer: I'm neither a health
nor a fitness expert.
It's my understanding that to gain muscle strength, you need to work
them to "temporary failure." That is: Repetitions until you can do
no more. Rest 45 seconds, go again. Two or three sets like that.
Then your muscles need 2 days, on average, to recover and to gain
from the exercise.
You should be eating a balanced diet. A low-carb diet, in
particular, is counter-productive when strength-training. Carbs are
broken-down into glycogen, which is stored in the muscles and liver.
It is glycogen that is called-upon first during high-intensity
strength-training demands. (Ever hear weight-lifters talk of
"carb-loading?" Now you know why.) If the glycogen isn't there, the
muscles will start "eating themselves." This happens for two
reasons: 1. Your system cannot switch from glycogen-for-energy to
fat-conversion-for-energy fast enough to satisfy the demands being
put on it and 2. Usually, in strength-training and contests, you've
gone well past your anaerobic threshold, so you can't get enough
oxygen to burn fat anyway.
Hopefully, if I've got any of this wrong, somebody will be along to
correct me :).
