The United States Postal SERVICE does not make profits nor sustain losses any more than any other SERVICE, such as the Public Broadcasting SERVICE; they are not businesses. They incur the costs necessary to provide the service mandated.

Both of the above were in their day the main means
of communication and essential for commerce.
Only toll roads take in money from users, and don't
always make a profit.
