If a bullet were designed to shift in its directional course thru the manipulation of turbulence where angular adjustments are made to contact turbulence from various degrees so that turbulence can be used to alter its direction and if the bullet were pre-designed to do turbulence scanning then it can cause a reaction in the angle adjusting node to cause a directional course into the target where the angular adjustments correspond to how turbulence can reach the designated target then the bullet can then home in on the target as T = (1/<u' u'>) ∫^∞_0 <u' u' (t)> dt so that the bullet travels precisely within the integral time space so that it hits the target according to its velocity and the spontaneous moment it reaches the target in nano-seconds.
