Yes, bull grown dogs can get *much* larger than hobbits. Cow grown ones are
a little smaller, but still somewhat large.
It wouldn't surprise me if hobbits rode large dogs like horses.

If you were a Hobbit, wouldn't it be in your best interests to breed dogs
who were small? It would be really easy to, in a few generations, get
Hobbit-sized animals. You don't want your dog or stock animals to eat you,
after all, would you?
I can't remember, maybe I've been tainted by the 'Farmer Maggot' picture
in the 70's calender art by 'The Hildebrandt Brothers', but didn't it say in
FOTR that the Maggot's dogs were rather 'large' compared to hobbits?
I wondered about the apparent size of the dog in the movie as well. It looked
like a mutt/shepherd/collie mix. Too small if it was 'to scale' with the
apparent
small stature of the hobbit when the Black Rider rode up to his door.
