Anyone have a program to generate and manage characters for ICE's MERPS? I
tried searching the web but all I found was RoleMaster stuff (with the
extra stats). Since ICE doesn't create MERPS stuff any more, I'm still
hoping someone has an old program still available.

Did you try Other Hands' links list? They have several links to MERP
character generators, although I have not tried any of them myself.
