After Aragorn fell over the cliff in the battle with the warg riders,
I would assume the Rohirrim took Hasufel to Helm's Deep with them.
Brego simply happened to be in the right place at the right time. I
hope that Brego's identity is better explained in the expanded DVD of
Two Towers, since it certainly wasn't in the theater version. In the
companion book to TTT, Brego's story and his identity is told, though.
He belonged to Theodred, and after Theodred's death, Brego wouldn't
allow anyone near him. Aragron manages to forge a bond with him
though.
I think the change of plot and of horse might have been handled more
logically in the movie, though. Hasufel could have belonged to
Theodred. Or Eomer could have lent Brego to Aragorn when they first
meet. It would have favorably impressed the Rohirrim if Aragorn could
have forged his bond with Brego right there and then in front of them.
The way it happened in the movie seemed the least logical option to
me. Based upon what we the public know the first time we see the
movie, a saddled, bridled warhorse is inexplicably left wandering
around loose in the Rohan wilderness, but shows up right where and
when Aragorn needs him, and almost literally picks him up off the
river bank and carries him to Helm's Deep. Some Rangers have all the
luck! I suppose this way, Aragorn can see Saruman's army and tell the
Rohirrim exactly what they're up against. But...didn't they already
KNOW Saruman had a large, dangerous army of Uruk Hai and Dunlanders?
Isn't that why they retreated to Helm's Deep in the first place???
Aragorn's falling off the cliff and Faramir's behavior along with
taking Frodo and Sam to Osgiliath are my two greatest points of
dissatisfaction with the movie.

And ironically this "official children's guide" is effectively a preview of
the extended edition of TTT! There are numerous scenes in this book that are
not in the theatrical version of TTT. I wrote about this in another post, so
search for "Photo Guide" and you should be able to find it.
I can only think that the publishers "finished" this Photo Guide long before
Peter Jackson had finished cutting the theatrical release of TTT. I pity the
children who have to work out what the hell is going on.
