Location of quote? "...but many that die deserve life"

Can someone tell me the location of the passage in The Lord of the Rings
in which someone proposes killing someone--Gollum, perhaps--and the
dialog goes somewhat as follows:

X: But he deserves death.
Y: Indeed, he does. And many that die deserve life. Can you give it
to them? Then be not hasty to dole out death.

Chapter 2 of "Fellowship", in which Gandalf is telling Frodo about the
ring and its history, including Gollum. Gandalf notes that Gollum has
told the Dark Power of the ring's whereabouts. Frodo is afraid and
say that it is a pity that Bilbo didn't kill him years ago when he had
the chance. Gandalf replies that it was pity that stayed his hand.
Frodo finds it hard to feel pity for him...

Frodo: "Do you mean to say that you, and the Elves, have let him live
on after all those horrible deeds? Now at any rate he is as bad as an
Orc, and just an enemy. He deserves death."

Gandalf: "Deserves it! I daresay he does. Many that live deserve
death. And some that die deserve life. Can you give it to them?
Then do not be too eager to deal out death in judgement."

An odd coincidence. I just started rereading the trilogy today, after
about 10 years, and that line struck me as well.

Its from "The Shadow of the Past" in the Fellowship of the Ring.

Frodo: `No, and I don't want to,' said Frodo. `I can't understand
you. Do you mean to say that you, and the Elves, have let
him [Gollum] live on after all those horrible deeds? Now
at any rate he is as bad as an Orc, and just an enemy? He
deserves death.'

Gandalf: `Derserves it! I daresay he does. Many that live deserve
death. And some that die deserve life? Can you give it
to them? Then do not be eager to deal out death in
judgement....'

I dont have exact page and chapter but it's towards the beginning, either
right after bilbo's party, when Gandalf and Frodo are speaking or actually, yes
it's in the section where gandalf has come back, and thrown the ring into
Frodo's fire. After gandalf tells frodo of the history of the ring frodo says
something to the affect of: Gollum, that vile creature, what a pity that Bilbo
didnt kill him. The discussion continues a bit and at one point the quote you
stated above comes up. I _think_ it's around the 2nd chapter of the book, but
am not positive, possibly 25 to 30 pages after the start.

It's also recapitulated in the scene where Frodo and Gollum first meet:
Book IV, Chapter 1, p. 221 (HMCo 2nd edition).

To excuse what I'm about to say, let me announce that I started
reading this newsgroup just 10 minutes ago. So I don't know
whether any mention of _Bored of the Rings_ is totally
unthinkable herein! But I must confide in you-all that
the foregoing exchange brought to mind a line from _BotR_ that
has stuck in my mind for some 22 years since reading it
(_and_ made me laugh, because of the contrast with
Tolkien's serious tone in the original)

"It was pity that stayed his hand", said Goodgulf.
" 'It's a pity I've run out of bullets,' Dildo thought."

(I may be misquoting this a bit, but give me a break, it's
been over 20 years!)
