As for your question, i just figure they're from another planet so maybe
they thought that looked good. Or maybe they mistakenly thought that
they would be fighting male villians and thought those outfits would be
a distraction. ^_^

Actually did it seem that Naoko's outfits got a lot more uhhhhhhhhh sexy
in the last couple of manga?

I think that since the Sailor Senshi of the Sol System have Sailor fuku
similar to school uniforms, then the Sailor Starlight's fuku are similar
to their planet's school uniforms.^_^
