plot dumb, and a good author can make a corny plot work and be believable.
It sounds like it _could_ work. However, I humbly suggest you explain
Pluto's involvement. (Because that's usually the canon answer to Michiru's
recruitment.)

There is no "usually." Either it's canon or it's not.
Yeah, the fic could go either way, it's all a matter of presentation. But the
last thing we need is more made-up senshi.

Not really canon -- 'canon' is ONLY what was in the official anime or
manga. Thus, to use an example, the Usagi/Mamoru romance is a canon
pairing, whereas, say, the Makoto/Ami pairing is not. But, if there is
no 'canon' explanation for a certain something, and someone invents a
scenario to explain it, and people like it and that something is used
often enough in fanfics etc, it's referred to as "fanon" -- short for
"fan canon". It's not canon as such, but it's considered by the fans
to be a given more or less, so it's considered sort-of canon. ^_^
A good example of this is, as stated above, Pluto recruiting Michiru
and awakening her as Neptune in most fanfics dealing with the topic of
Neptune's awakening. A _BAD_ example is the "True History Of The
Starlights", simply because it was a piece of fanfic designed to pass
itself off as canon (the author claimed the information came from an
interview with Naoko-sama), and a lot of fans believed it and based
their fanfics around it, and it became fanon through a lie. I hate
lies like that.
But on the topic of YOUR fanfic -- I'm not partial to new senshi as a
rule, but if you really want to write that, then go for it. A fanfic
author writes stories primarily for their own satisfaction. Granted,
if a MSTer thinks that your satisfaction creates pain fopr them, you
could be in trouble... ^_~

Ye gods, not more new Senshi! Aren't people tired of this idea yet?

Any premise or storyline can be a good one if it's written well.
By the same token, a really good premise can be made to suck in the hands
of a hack. This idea is a good one. Filling in the little gaps is always a
good topic for fanfiction writers.
