costume for Halloween?
I'd say, good news, sorta, as well as just another pricey ( $60 )
Halloween costume. It helps promote the Sailor Moon comics that are
coming out now - Moon 1 and Sailor V 1, I think - and I'm pretty sure
these costumes were around back when SM first aired on Cartoon Network,
however many years ago that was, as part of the big SM fad. So it's not
a bad thing by American Halloween costume standards; some American stuff
today is way more strange/interesting/ecchi than this is. And it might
help promote an unlicensed show well liked in its niche, as well as the
comic. Nothing bad about it, particularly.

This made me think of a show ("World of Narue" comes to mind) where the
characters enjoy some fictitious magical girl show within the actual
show, so they enter a cosplay contest where they have to specifically
dress as the characters of that show.
All the other contestants have 15,000 yen (or more) store bought costumes
and store bought props for the sword or whatever the magical girl's
weapon was. However, Narue (if that is the show I am thinking of, and I
am pretty sure it is) and her buddies stuck their fingers making the
costume by hand, and cut a piece of styrofoam and spray painted it gold
to make the sword, etc.
The judge of this contest lamented the days when making your costume was
the norm, and the contests were about who could make the best costume and
not just a contest of who could spend the most money on costumes. For
this reason, Narue and her buddies got the highest score (at least from
this jusdge) and won the contest.
What prompted me to think of this is that the costume does not look that
hard to make, at least not to me. Even to "put together" the costume
without any sewing does not look that hard - get hold of a short, pleated
blue skirt, track down a white, sleeveless blouse, get hold of some white
evening gloves, make a headband, etc.
Without sewing at all, I am not quite sure how I would change the collar
to a "sailor collar,: but I could figure something out.
Well anyway, I do not do cosplay, the closest I suppose I get is when I
wear my hakama for my sword class, but it is not for cosplay, rather that
is the traditional uniform for that martial art.
That is my impression of cosplay as well. The object is not to look
"just like" sailor moon or Spike or Jet from cowboy Bebop (perhaps a more
appropriate costume for me)or whatever, but to get as close as you can by
making or at least "putting together" the costume.
Like I said, I am not involved in cosplay, and have no real plans to do
so, but to me, making or at least "putting together" the costume would be
the challenge.

Better than a lot of commercial superhero costumes, which often boil
down to a T-shirt with the character's name on the front. Even when I
was in first grade I could see how stupid that was.

Ghod, I always hated the "Batman" costumes I was stuck with, that
actually *had a picture of Batman and Robin" on the chest! WTH??
Kids today get so much better, more accurate costumes...-_-

Yes, it is a good thing. It's better than blood-stained zombified
nurses. Sailor Moon isn't too far from Supergirl, Batgirl, or other
teen heroines. As for the sexiness factor, there are other school
girl fashions with mini-skirts, but you may be able to find shorter-
heeled red boots at DSW, like their Qupid Neo-100 boots:
