Check out the defintions for inhabitant, domicile, and national. Compare
them with resident, residence, and citizen. An American national who is an
inhabitant with a domicile IS NOT A RESIDENT. He is not subject to or
object of the government's power. He can't be compelled by law to apply for
any license (permission) that's limited only to "residents".
I contacted the State department, and they admitted that one can apply for a
passport as an American national and not as a U.S. citizen.

Congress issued a joint resolution creating a "temporary" State of
