Some time ago a post gave a URL asked if it could be identified.

This morning whilst driving I noticed that the music in the radio was
that very same sound so I listened to the announcer.

Here are the clues - reduced due to hands being on the steering wheel.

Simon Jeffe
Perpetuam (something)
there was some reference to something called Pengiun Cafe
he was in France and fell ill, was slightly dilerious and kept hearing
this pattern of music.

oh - just found this

~There is a piece of music used as incidental music in a lot of
~television programmes and I have been trying to find out what it is
~for some time now. I don't even know whether it is part of a larger
~piece or only a small specially written short piece of incidental
~music.
~
~After stalking it for some time I have finally captured it and trapped
~it in a web page at http://www.appiehouse.co.uk/ there is a link to it
~at the top of the page. The rest of the page shows the house which my
~wife and I are restoring.
~
~If anyone can help me find out about this piece of music I will be
`very greatful in a buying drink if we are ever at the same afpmeet
~kind of a way.

I'm sure this is the same music.

The composer Simon Jeffe
The composition is called Perpetuum Mobile
and the Penguin Cafe Orchestra is a great name with a short, but
fascinating history.

more info at

Perpetuum Mobile is listed in the Discography on several od the CD's -
one of which was recorded by the BBC Concert Orchestra.

I think the one I heard on the radio was on the 'Still Life and four
other pieces' recording - look about halfway down this page
