Understand that. Budget cuts are hitting the donors of the agencies we drive
for - they are much slower issuing any expense recompense cheques (we
incur expenses for their clients and are recompensed the following
month) and the rates calculated haven't tracked the costs. It throws off
our cash flow to the point that we may have reconsider.
Are to referring to 'a blink of the screen' or a more recent book?
