Minority Report (2002) glitches (spoiler)

Although the precogs are only supposed to predict murders, they don't
seem to distinguish between murder and various levels of homicide,
including negligence and defense of life. Legally, there is a world of
difference between the extremes. Where are the defense lawyers in this
story?

Leo Crow is registered with the desk clerk in the lobby of the
building where he lives. The police have been tipped off that Crow
will be killed in 36 hours. So why aren't there uniformed cops at his
home at the time of his death?

Prisoners are only shown in a vertical posture. After a couple of
days, wouldn't the blood collect in their legs? Hospital patients have
to be turned to prevent bedsores and joint damage.
