Why are you not using a kill filter?

I haven't explored all of the options available with this newsgroup server.
How would I turn on the filter?

The kill filter isn't a function of the newsgroup server, it resides within your
newsreader software. Look around in the help menus, it's got to be in there
somewhere. It'll be simple to use, when you find an offending post, just
a few mouse clicks and that writer will vanish forever, or at least until the
annoying writer in question changes his/her address. In Microsoft Outlook,
you just click a pull-down menu on top of the page, click on "block sender,"
(if my memory serves me right) and 'poof' no more troll!
