Which pictures talk? I don't recall any. Certainly, if they could, Lockhart's
would have been jabbering away! ;)
Maybe only paintings can talk, since they are only a creation of an artist, but
pictures are photographs of real people and are only limited to some movement...

Harry learned quickly not to feel too sorry for the gnomes. He decided just
to drop the first one he caught over the hedge, but the gnome, sensing weakness,
sank its razor-sharp teeth into Harry's finger and he had a hard job shaking it
off - until -

The entrance to the Gryffindor tower is an interactive painting. IMO, I
think maybe the pictures that can talk are only the ones where the ppl are
still alive (like Dumbledore in his choc frog card) or those who are dead,
but their souls/spirits are free to be in the painting/photo. Lily & James
weren't free until book 4.

In CoS, the essence of Tom Riddle Jr. in a dairy almost became real, so I figure
that it might be possible for a painting or photo to become real if one used an
appropriate spell.
Tom Riddle uses dark magtic to make his form take shape by using the diary!
Clue enough for you? Seen any evidence in the books to even warrant your

The fact that black magic was used to make TR's form take shape from his diary
is no reason to rule out the use of black magic to make paintings become real.
Yeah right, of course the fact that Dumbledore won't use dark magic to fight
Voldemort totally escaped you didn't it?! I mean a person won't use dark
magic as a defence but they will allow it as a means of making pictures step
out of their frames and walk around the corridors!

Possibly.
It must be remembered, however, that the diary was created - possibly
using Dark Magic - with the purpose of being able to dominate someone
else, of being able to gain power from their soul.
I think that the painting must have been created with this purpose in
mind for the memory of the person in the painting to be able to achieve
incarnation.

We know that people in paintings can move around and visit people in other
paintings. The world of the paintings is one of the places I wonder
about; will Dean Thomas (known as an artist) paint a portrait of Harry
that will then be able to ask questions of other painted people?
And - the point of this point, really - can a portrait visit another
portrait that is in a different building? If so, a DE that could enter a
painting (or a painted DE?) might find another way into Hogwarts.
And what about those very sinister-looking monks in the painting just
below Trelawney's tower? Who are they, anyway?

Well it was funny but Professor Snape stopped her hitting Draco in the end
on the grounds it was embarrassing for the Slytherin males to keep seeing
