She *had* worked for Crouch in the past (Percy in GoF Chapter 5). At the
time of her disappearance, she worked for Bagman, having been moved from
department to department over the years (it seems she wasn't particularly
good at her job...). :-)

Besides, Barty jr. mentioned that she worked for his father when she
discovered that jr. was still alive. This was probably several years
ago. I'm also willing to bet that she was quite capable in her job
until Crouch sr. placed that memory charm on her.

My impression is that Bertha has never been any good at
her job and had been shuffled from job to job ever since
arriving at the Ministry
