Page 19 of hardback PoA: Uncle Vernon tells Harry that he has been
telling Aunt Marge that Harry attends St. Brutus' Secure Center for
Incurably Criminal Boys. Shouldn't Marge be wondering why Harry is
allowed to come home in the summer if his behavior is so bad that he
must be sent to St. Brutus' Secure Center for Incurably Criminal Boys?
Wouldn't a boy whose behavior is that bad be considered too dangerous to
be sent back to his uncle and aunt every year, or even let out of St.
Brutus' at all?
I always assumed that as Harry hadn't been sent there by any legal authority
he was attending it in the same way that students would send any other
boarding school. My concern was that Uncle Vernon would want him attending
a school with a name like that and possibly making friends with students who
had been sent there by the courts and would therefore have some unsavoury
friends.
No, you see, he WASN'T going there... He was going to Hogwarts. Vernon's
alibi to where he goes is St. Brutus'.
Which brings back the OP's question... Why make an excuse of something so
serious sounding, but he was left to come home every summer?

All the better for his purposes. If the people in the neighborhood think
he's an uncurable criminal, with criminal friends, they'll avoid Harry and
be less likely to find out about his "abnormality."
Also, casting Harry as an incurrable criminal can help justify the harsh
way they treat him, in case they're overheard. "Well, of COURSE we were
yelling at him. It's the only thing that works with these incurable
criminal types."
No, she won't be wondering, because she lacks the brains that God gave
to each and every cup of yoghurt.

Marge knows Harry isn't dangerous. She just doesn't want to admit to
anyone, including herself, that she knows it, and enjoys the thought of
him being beaten.
I think Vernon can handle him (non wizard Harry.)

Only during occasional moments of sobriety; I'm sure expression of such
thoughts would be countered with "have another drink."
