Set in the summer following Chamber of Secrets:

LUCIUS: [Enters house.] Draco! Draco!

DRACO: Yes?

LUCIUS: The lawn needs mowing. See to it.

DRACO: All right. Dobby! [Louder.] DOBBY!

LUCIUS: Dobby is no longer in our service.

DRACO: You gave him clothes?

LUCIUS: [Testily] I gave him a *book*. Harry Potter put a sock in the
book. A proper house elf would never have taken it as an excuse to
leave. We're better off without him. Hop to it, boy.

DRACO: [Turns to leave, grumbling] Stupid bloody Harry Potter...
Stupid bloody Father... Stupid bloody Dobby... [Arrives outside, looks
at lawn, takes out wand] Secto graminum! [Goes to side yard] Secto
graminum! [Goes to back yard] Sector graminum! [Turns to go inside,
meets LUCIUS]

LUCIUS: [Peering at lawn] [Points] You missed a spot over there.

DRACO: [Grumbles] Bloody perfectionist... [Points wand] [Louder]
Secto graminum! [Turns to LUCIUS] Happy now?

LUCIUS: I suppose that will have to do. [Turns and enters house]

DRACO: What a bloody load of work. Stupid bloody Harry Potter...

the MOM relies on the parents to police their kids and Mr Malfoy breaks lots
of rules [telling young Malfoy about the tri-wizard tournament]

It's mostly for the Muggleville wizards, who could be easily caught.
But you can't make a rule for some of the wizards. So, they say all,
and let wizarding parents watch out for their kids. Harry doing magic
outside is a lot more noticeable than the Weasleys flying on brooms
practicing Quidditch.
