Within alt. it is very easy; all that is required is a newgroup message
containing the group's charter that is crossposted to alt.config
http://nylon.net/alt/ has a lot of details, but most of them are
garbage. All you want from there is the steps on creating a newgroup
message.
you need a newsreader capable of sending a control message, I still use
Forte's FreeAgent version 1.8. It's ancient, but why improve on perfection?
The fact is most people will argue that it needs to be justified, it
needs to be discussed, it needs to be in the proper hierarchy, etc etc
etc. These are also the people that feel that there is no need for ~any~
new groups anymore. Ignore them.
People will argue that just because as a newgroup message is sent,
doesn't mean it will be picked up. This is not true. Not all servers
will pick it up, but some pick them up automatically.
People will argue that as soon as you create it, someone will send a
rmgroup message and it will be deleted. This is not true. While it is
true that someone will inevitably send the rmgroup message, it will not
be accepted.
Because of these two simple rules, any group created will, given enough
time and given enough traffic, all because of a very simple reason which
you will put in your newgroup message:
Freedom of alt.*
alt.* is chaos, and nobody can stop you from creating a new newsgroup
within alt.*, for the reasons explained above.
