The Biblical instructions on tithing...
a. tithes are to be agriculture and agricultural food by products, as per God's tithe ordinance (see Leviticus 27:30,32; Deuteronomy 12:6;14:22-23,26)
b) those that God commanded to tithe are to first move to the land of Canaan. (see Deuteronomy 12:10) and then God will name a place (in Canaan) for them to take their tithes. (see Deuteronomy 12:11)
c) the congregation is not to tithe to the House of God. (see Numbers 18:21-23; reaffirmed in Nehemiah 10:29,37-38) but is to give their tithes to the tribe of Levi.
This is because the tithe of the congregation is the inheritance of the tribe of Levi...
...not the property of the House of God.
d) The tribe of Levi, upon receiving their inheritance from the congregation (the tithes) are to take a tithe of their inheritance to the House of God.
That's right...God said that only the tribe of Levi is to tithe to the House of God. No one else.
So God did not want all of Israel's tithe taken to the House of God, but only a tithe of that tithe, i.e 10% of 10%....
...1% of Israel's total agriculture and agricultural food by-products were to go to the House of God as tithe. And it was the tribe of Levi that was to take that 1% to the House of God...not the congregation.
God gives no other instruction concerning the observance of His tithe until we reach the Book of Malachi, where He instructs the Priests of Israel, (all Levites) to return tithes that they had stolen from the House of God. (see Malachi 1:1,6-7;2:1)
