Hey, she was totally into it. Just look at the big smile on her face.

Somehow this seems common with such public venues. I'm an actor at a large
RenFaire and we are instructed on how to deal with such events. Been there when
a few such incidents happen. Some people seem incapable of mature behavor and
fantasy separation even in such open, public places.

As a former Disneyland host, I witnessed a few incidents too. I've had
to rescue Mickey (or rather, the character actor inside the costume)
from a vicious pack of spoiled brats, and help Minnie escape the
clutches of groping hands.
Also, not all the female characters are inhabited by female actors.
One "guest" that I detained for the police had groped Minnie, and of
course, the actor wanted to press charges.
You should have seen the look on the guest's face when he realized
that he had just grabbed man-ass. Priceless!

Groping is far different. Total social negativity. It's an act of aggressive
selfishness. I would like to believe people at a con, contrary to public
opinion, are civil and sociable. There probably have been such incidents and
they were properly dealt with, removed and banned at the least.
