There are innocent people in the UK who've been seriously wounded,
even killed, as a result of over-zealous armed policemen making
misidentifications. That tiger's lucky it isn't riddled with bullet
holes.

By the time they were close enough, the helicopter's propwash knocked the
plushie over. Kind of speeds the identification process. ;)

Here they say that it was identified as a toy because it *didn't* move. In
the longer shots, I think it does look quite convincing, and it's only
when they zoom in really close that it looks like a toy.

Also I note that the police commentator says that it didn't give a heat
source on the thermal imager, but it would seem that was just an
assumption because it clearly *does* show as warm on the thermal imager,
presumably because the morning sun warmed it at a faster rate than the
surrounding ground due to its low thermal density.
