Because Frank said so. It's in the first book.

Why didn't Jessica make him marry her?
Jessica says because she'd rather him make the decision of his own
violation. Leto doesn't marry her to keep himself open to alliances
with other houses (even though he wouldn't really marry anyone). Leto
was also conditioned by his father to never marry for love, only for
power.
That's so true, Bingso. It's the decision of every man, whether here and
now or in the Dune Imperium to initiate and maintain a thorough
masturbation regime, and nothing to do with The Women. They can jolly
well mind their own businesses, if you ask me.
Wha? Someone violated Leto?
Eeew! I bet it was one of those nasty Priests of Dur, right? I have
nothing but discussed for such people! Abusing their perogitaves and
themselves! All while focking about in those long woolen frolics!
Shameful!
> Leto doesn't marry her to keep himself open
Wouldn't that rather imply that he enjoyed the violation?! I think
NOT.

This kinda sounds like ... McDune crap! Is that what we're talking
here? Ugh!
(By the way, that big Latinate word you wanted was "volition". Thanks
for another datapoint on the "McDune fans are language-challenged"
graph!)
