Katakana is rusty, and I can't really tell which ones are supposed to be the
small symbols and which are the full sized.

It appears to read "hatchihyakku," although I suppose diacritical
marks may have been made invisible by the bad video quality. It
might mean something along the lines of "800" ("happyaku," or
"hachi" and "hyaku" separately), but I have no idea why.

It's Hatchihyakku all right, and you're on the right track. It actually
comes from turning the numbers around to "Hyakuhachi" (108), which is the
number of the demon king of Ryozanpaku (Ryouzanpaku no Maou), or so I've
read.
