Green guy(Copyright?)

I just looked into it it's the "GREEN GUY LINK-O-RAMA"
http://www.link-o-rama.com/

Is this sort of thing a rip off, or is it some hommage, or maybe a secret
cash cow for the copyright holders?
I'd love to get some input on this. If it's some jerks using an animation
they hoisted and discolored for their own use I'm hating them. But I'd love
to know if anyone has a better story.

It's just some people ripping off Peter Cross' cover design. I don't know
what Bop Ad would say though, because he's always hated Green Guy/Cosmic
