I have read somewhere that TVC15 was written to the soundtrack of TMWFTE
which Bowie was supposed to write. If one has in mind Newton's strange
relationship to TV's this makes sense.

The idea of TVC15 being a specific channel hadn't occured to me... I
thought he'd just be adding on to/playing with the "TV" and looking for
something to add to make it new. (A book I saw suggested that it may be
a play on corporate JVC...?) Generally, though, I think it's a mistake
to go too far in the search for specific meaning in db's songs.
