I reckon the water wars are going to heat up seriously in the next ten
years or so. One state will take another to federal court over water
rights, and the Supreme Court will end up claiming the US has no
jurisdiction (because no interstate commerce), and for the states to
handle it themselves. It won't go well. The federal government will
pretend it is all fine, in order to continue to be recognized as the
nominal authority over the western states.
