I'd have thought he'd be scrambling to cancel it, like he did with many
of his Dallas area engagements.

i doubt it.
i worked for a radio station in bellingham for 4 years whose broadcast
power was 25kw, and we used to joke on the air that our broadcast radius
was about 35 feet. just before i quit working for the station they upped
it to 100kw, and it was *barely* enough for the signal to reach all of
whatcom county. no way they're gonna make it all the way to seattle
without at least a megawatt or two.

It seems to me that KARI has recently changed hands.
Multicultural Radio Broadcasting, Inc. seems to have bought up
a lot of licenses. Can anyone help me parse through this page?

If that is the case, then it may be that MRB might either be (1)
interested in changing their format or (2) receptive to information
about Larson.
Can anyone figure out what their business address might be?

Most of their stations carry foreign-language formats targeting Latinos or
Asians. I would guess that they plan to do the same with KARI -- probably an
Asian format given Vancouver's ethnic makeup. I'd suggest contacting them
anyway just in case, though.
