As far as I'm concerned she is not a boomer because:
She ages/grew up.
She's an intelligent person.
She's sophisticated.
She's cool.
She has taste in clothing and cars.
The final development of the Stingray prototype for a AI that was like a
human appeared in Crash so Celia's brain is human.
Mason was human first, his brain waves were transferred to Ralgo, hence
Ralgo being born. Celia started out as a little girl and grew up.
Mr. Suzuki says it's not important as long as you understand the point
of BGC. (Toshimichi Suzuki is the creator and story writer of BGC)
Dogs don't bark at her.
She's swims.
She takes showers.
She sleeps.
She hates getting up in the morning.
She plays paintball.
She eats food and has fine culinary tastes.
She has Yoshiko Sakakibara's voice.
She's cool. :) (had to put that in there twice. :) )

none of this neccessarily preclude Sylia being a boomer..
the 33S was mostly, if not completely, organic and was capable of
healing, etc. taking it one step further and creating a boomer
capable of growth isn't difficult. (okay, relatively speaking.. :)
(and if Celia is a derivative of 33S technology.. does she
retain some of the sexaroid characteristics? can you blame Mackie then? :)

crash is hardly canon, and Sylia could still be the elder stingray's
prototype or a secretly built (grown?) final development.

what is your point here? if its that a boomer can't grow up, see

again, nothing precluding her being a boomer. given a largely organic
construction, any electronics would already be well sealed from things
like swimming pool water and jello, ANY intelligent entity,
artificial or otherwise, would hate getting up in the morning (there
are people that seem to enjoy it, but they're either lying to themselves or
they're aliens watching us), and what's uncool about a boomer anyway? :)
