I've recently heard about that fanfic (thanks to the recommendations
at http://tvtropes.org/pmwiki/pmwiki.php/FanficRecs/BubblegumCrisis).
However, the site where the fic was hosted went offline together with
the rest of Geocities, and no mirror appears to exist. Archive.org's
Wayback Machine doesn't have it either.

I'm not sure it's been uploaded to the web after Geocities went down yet.

I'm pretty sure dartz has them archived somewhere, and you might as well
drom either craig or Amanda an email. I'm sure they'll be happy to send
you what they have. ;)
