dollar bill. I'm not aware that there's any idiom relating to 10
fingers..

I figured it was a kind of gun, like a 9. But I was hesitant to post
this because "10 mm" didn't sound like a type of gun -- thankfully
someone else was able to find the real origin (Mac 10).

I recognized it as a reference to the Mac 10, but it didn't sound
right . The Tec 9 is the weapon of choice in the wild and wacky world
of rapsters.
Then lack of skill or coordination would explain the gleam in his eye.

a mac 10 , a common type of submachinegun . it's the the small square one
with the clip in the handgrip. often shown with the big silencer on it and
commonly mistaken for the bigger uzi .
mac , military arms corp. it's a 45 cal weapon
the mac 10 is not in anyway shape or form an uzi . preda the designer
gordon ingram designed the m-3 "grease gun " of ww2 fame the mac 10 {
45cal}and 11{380cal} were outgrowths of that design . the silencer usually
seen on it was designed by mitch werbell .
