What does "throw them into a tivvy" mean

I heard someone say "that should throw them into a tivvy" but I can't
find a definition (American slang?) for the word.

Did you mishear "tizzy" = 19th century American coinage for a
state of uncertainty (mental confusion), usually used of women
rather than men?
