Not possible - CO2 is a gas and like all gases
doesn't selectively increase in one place over another.

Fake science by AGW fakers.

All the planets gases are in circulation, and diffusion mixes gases.
Any local increase has a probable cause like a volcanic eruption or a fire
and is not sustainable. There is nothing else that can alter that balance.
