There is a facility in PA that converts any carbon based item into oil,
gasoline, diesel, and propane. It mimics the Earth's natural process of
creating fossil fuel. This means that all trash that normally get burned
or buried in a landfill has the potential of being used for that purpose.

Fusion here on Eartrh still appears to be a great many years away,
if we can do it sefely and cost-efficiently at all. Fission is
still the only workable solution.

The major problem with that is it requires more energy than it
provides. The second problem is that it releases sequestered
carbon. Damn shame, too: the landfills are already full.

Indeed that's one of the reasons I did not reply: his mentioning
solar fusion tends to suggest he doesn't know what "over unity" is
supposed to be.
