The National Council on Disa@ility (NCD) is conducting a series of
hearings around the U.S. on its recent report on Social Security reform;
the report is entitled, "Return to Work for People With Disabilities:
Beyond Discourse to Policy." This hearing will bring together people from
a Six-state area who will testify on their experiences with the Social
Security system and how it has affected their ability and the ability of
others with disabilities to find employment. The NCD would like to hear
testimony from people of different racial back-grounds, people with
different disabilities, professionals in the disability field, and people
from urban and rural areas. After this hearing, the NCD will develop
public policy recommendations on Social Security reforms that will promote
the economic empowerment of people with disabilities receiving Social
Security.

MAJOR ACTIONS LAST WEEK:
The latest in a series of meetings on IDEA between the Congressional staff
working group and the public was held last Friday. At the meeting, many
parents made emotional presentations about their families and special
education challenges. Just prior to the meeting, the second set of
legislative language from the working group was released for review. This
language concerns the consolidation of the so-called discretionary
programs in IDEA. Although no other public meetings are scheduled, at
least one more will be held and Congressional leaders are expected to
begin their deliberations on the working group's efforts on Wednesday,
April 16.
President Clinton urged the Federal Communications Commission (FCC)
to explore the idea of banning liquor advertisements on television. The
request came in the form of a letter from President Clinton to FCC
Chairman Reed Hundt. The President did not address the issue of regulating
advertising for other forms of alcohol on television, instead saying that
there should be it no backsliding" on alcohol advertising.
COMING UP THIS WEEK:
_Both Houses of Congress will return from their Easter recess this week.
The Senate returns on Monday, April 7 and the House of Representatives
comes back the next day, Tuesday, April 8.
Paul Marchand and Marty Ford will meet this week with White House
officials to discuss major problems with immigration policy as it affects
people with disabilities. There are several serious issues regarding
obstacles to citizenship and gaps in the President's proposal to extend
SSI benefits to only some immigrants with disabilities.
ANNOUNCEMENTS:
HCFA has developed a new "Monitoring Guide" to help its regional offices
track new Medicaid Managed Care initiatives. The Guide has sections
specific to D populations and to EPSDT, among other things. It is a "work
in progress", so HCFA is looking for feedback. If you would like a copy,

Public comments on the new children's SSI regulations are due on April14
the regulations were published on February I 1, and The Arc is extremely
disappointed in them. An Action Alert on this issue was sent out to state
chapters of The Arc two weeks ago, but there is still one more week to

Camp Courage Wagon Train-The Camp Courage Wagon Train celebrates its 20th
Anniversary in 1997 as volunteers once again saddle up to raise money for
Courage Camps! The Wagon Train explores new territory this year, departing
from Rice Lake, Wisconsin on June 14 and arriving at the Washington County
Fairgrounds in Stillwater (near Courage St. Croix) on June 21. The public
is encouraged to attend an afternoon family concert with Molly & the
Makers at the fairgrounds on Saturday, June 21 to welcome the Wagon Train
and join in the 20th Anniversary festivities. The Camp Courage Wagon Train
has raised over $1,000,000 to support Courage Camps. Tom Thumb Food

Golfing for Courage-Many golf events are planned to raise awareness of and
funds for Courage Center. Minnesota Golf Champions ProAm at the
Minneapolis Golf Club on May 16; the Courage St. Croix Open in Stillwater
on May 20; Tom Thumb's Camp Courage Wagon Train Open on June 23; the KSTP
AM Garage Logic Open on July 21; Camp Courage Open in Monticello on July
21; River Valley Camp Courage Open in August; Pheasant Run Open in
Corcoran on September 5; Raleigh Invitational in St. Cloud on August 4;
Courage North Open in Bemidji on September 10; and Courage Arrowhead Open
in Grand Rapids on August 24.
The 1997 Celebration of Courage will be held in conjunction with the
Courage Auxillary's Courage Corporate Cup golf event. A gala dinner will
be held on September 14 with entertainment and the presentation of the
Phillips, Judd Jacobson and Partners Awards. The Courage Corporate Cup
will be held at Bearpath Country Club on September 15. Other activities
will include the Courage Golf Marathon at Olympic Hills. More exciting
