Can you get something like an air multiplier fan for a window? i.e.
built into the window frame so you get a breeze from outside, although
the outside air is still?

The advantage here is that you would still get to see the outside,
without blades whirring round and round, spoiling the view, or helping
your photo sensitive epilepsy if you're that way inclined.
