I realize it looks like a batik.... also, having read a bit online and
searched a little more, it seems like wet-on-dry with drying inbetween
is the best bet, but I really couldn't find any specifics about
overlaying small areas of color for the hard-edged but "blotchy" look
seen here.
Any help appreciated!

Your example would probably be best duplicated by the wet-on-dry method.
Are you using solid paints or the tube watercolours?

Actually, I don't have any medium yet. In fact, I guess I'm not stuck with
watercolor, but it seems like a ringer for this style. Seems like the
transparency would be well suited for it.
I guess this sample shows that wet-on-wet would need to be used, too, within
forms... ah, I'm new at this!
