These cruel comments posted anonymously on a school's Internet bulletin
board were aimed at a 16-year-old student, identified only by her
family name, Gong, after she told friends a teacher notorious for
punishing students committed suicide when investigated by school
authorities.
Cyber crime and cyber defamation, which has caused victims to hide from
society and even driven some to suicide, is rapidly becoming more
widespread in the world's most wired nation and prompted the government
and the ruling Uri Party to try to introduce an Internet real-name
system.
Gong ran away from her home last March after being harassed by
anonymous comments as accusers subjected her to a kangaroo court trial
on the Web for talking about the teacher's suicide. There has been no
trace of her for five months now, police sources said. "My daughter got
transferred to another school but shortly after, she had to quit
school. Most of the time she stayed home all day long and when she went
outside, she wore a mask and cap for fear of recognition," Gong's
mother said.
Gong is by no means the only victim of anonymous Web hate. There have
been a number of other incidents such as a computer expert jumping to
his death after being rebuked, insulted and harangued by fellow
netizens about protesting over an Internet shopping mall suddenly
raising the price of a computer graphic card he had ordered.
Just last May, the Cyber Crime Investigation division of the Seoul
Metropolitan Police Agency prosecuted a university student for
attempted intimidation of President Roh Moo-hyun. The student spread a
distorted parody photo of Roh through the Web, showing the president in
the sights of a sniper with the words, "The Kim Jong-il regime will not
so vulnerably collapse and I don't want it to happen."
Uri Rep. Chung Se-kyun said his party will accelerate a bill seeking
the introduction of an Internet real-name system, which will require
netizens to reveal their real names instead of using bogus identities
in Web site postings. The government also favors the system as a means
to curb rapidly increasing cyber crimes and slanderous anonymous
comments.
Working on the premise that anonymity is the leading cause of cyber
crime, Uri said it will soon devise general policy guidelines through
consultations among its own members as well as tripartite talks among
civic groups, the political parties and government.
"Self-responsibility is the most important virtue of all possible
results brought about by an Internet real-name system. Expert groups,
industries and civil sectors are gathering together to form a task
force, titled a 'task force for studying adverse effects of the
Internet anonymity,' and the Ministry of Information and Communic-ation
is an active participant," Na Bong-ha, director of the Internet policy
department of the Ministry of Information and Communications, said in
an interview with The Korea Herald.
A recent well-publicized incident here - popularly known as the "dog
poop case" - has seen a switch in public views from initial concern
about a "big brother is watching you" syndrome to support for the Uri
and government drive.
In the "dog poop" incident, a college student did not clean up after
her dog did its business in a subway car, leaving several senior
citizens to do so instead. People with digital and phone cameras posted
photos of the incident anonymously on the Web and several harsh
comments, also anonymous, followed. The girl was overwrought and
eventually quit school.
An online survey by Naver, the nation's most frequently visited portal,
said 65 percent of 7,967 respondents said they support the government's
move to adopt the proposed name i.d. system. A poll by Yahoo Korea said
80 percent of 1,631 respondents it polled separately favored the
system.
But questions remain, however, whether the proposed system will reduce
cyber crime and substantially benefit Internet users, with civic groups
emphasizing it is against the free-spiritedness of the Internet.
Fifteen civic groups, including the People's Solidarity for
Participatory Democracy and the Korea Progressive Network Jinbonet,
have voiced strong opposition to the Uri-government plan.
"The root cause of cyber violence is misplaced here," said Park
Won-suk, director of the People's Solidarity for Participatory
Democracy. "The Internet real-name system can't be the ultimate
solution against human rights infringements in cyberspace. The Internet
real-name system will only leave us with our privacy stolen and freedom
of speech chilled," he said.
He pointed out that cyber crimes are not attributable to anonymity in
cyberspace but to overexposure of private data. Most netizens'
low-level notions on privacy were also hinted as a cause.
"Implementing the system will only bring up the horrible picture of a
'big brother' society with flourishing private data on the Web. If the
system goes national, cyber comments or shopping lists of a celebrity
might be tracked and even sold at high prices," he added.
Civic groups also assert that cyberspace is not as anonymous as the
government and ruling party worry, because most Web sites require a
person's ID and real-name to register initially and IP addresses can be
tracked even when not logged on.
They suggest instead two alternative options to crack cyber crimes:
widespread education and a campaign to enhance privacy rights and
immediate, appropriate responses on human rights infringements by
Internet service providers.
Statistics show cyber crimes have been constantly on the rise during
recent months.
Altogether 3,221 people were found to have committed cyber crimes
during the April-June period, according to a July 11 report released by
the Cyber Terror Response Center. The number of cyber outlaws increased
63.3 percent over the 1,949 cases reported during the same period last
year.
A total of 557 people were found guilty of cyber defamation. That's
almost triple the number in the same period last year. Most of the
defamation was through Internet bulletin boards and daum cafes (88.1
percent), followed by e-mails, text messages, games and chat rooms.
The number of cyber crimes would be higher if incidents which are more
private and go unnoticed are also reported. Here, the difference
between the nature of offline and online human relationships surfaces.
Offline, people take privacy in life for granted and more apt to abide
by rules and respect each other. Securing the same level of privacy on
the Internet, particularly where pseudonyms are used, is not as easy.
It is also generally agreed that daetguls, or readers' comments posted
on Web sites, particularly regarding news articles, are a hot bed of
defamation.
They were introduced by the Web site www.ohmynew.com, a
citizen-pioneered Internet newspaper established in 1999. This
net-based newspaper deals with what traditional newspapers don't cover
and daetguls have made it easier for netizens to express their
free-flowing thoughts and exchange opinions.
As time has passed, their original purpose became contaminated.
Numerous irresponsible, trash-like comments are frequently attached to
even well-organized articles, with some netizens expressing critical
views but others being just plain offensive about minute details.
Kim Won-sik, director of Uri Party's policy committee said, "Groundless
postings are such a waste of Internet resources. I personally don't
think it is better to do away with daetguls but to restore the original
spirit of daetguls is necessary."
Korea will set a precedent if the name system is implemented and
penetrated into the Internet populace's daily lives. Depending on how
it's implemented, Korea will be viewed either as an exemplary case of
Internet use or remembered for taking inappropriate meaures. Still more
behind-the-scenes negotiations are necessary among related parties,
observers say.
"Experts should seek a social safety net to minimize the shadow effect
by enforcing the system. And tech-savvy experts should strengthen
technical parts of the system. Its definition and legal boundaries
should be clearly established before the system goes national. Specific
measures to ease the concerns of privacy advocacy groups are needed,
too," Kim said.

Maybe it's the language barrier ... at first I thought you were kidding

I think you are serious ... So .. this is what I think about
unmoderated groups (godblessthem) there is and should continue to be
total freedom of speech whether it is offensive to others or not. If
you or I can't handle (that includes forming alliances with others)
what is thrown at us then we should, as Flonky often says, "get out."
However I would and do encourage all to adapt. The Usenet has so many
options that one wonders why those who are being bullied or harrassed
or offended don't find more suitable groups or better yet, just
continue the good fight. For me, I find group dynamics and how

The eternal discussion about the famous "pole shifts" has been going since
several decades already. IIRCC the common consensus is that there is a lot
of confusion about what these shifts exactly are. This confusion arises
when people mix up the axis of rotation of the earth and the axis of
precession of the earth as a rotating solid. When the excentricity
(distance from the pure sferical shape) change shape this axis of rotation
starts to turn the other way. This makes it also clear when those
reversals occur, they are in general related to the ice caps becoming
larger or smaller.
