Yes, I believe it!
There exists a letter from Stalin to one of the chiefs of his security
organs which specified that refugee, food seekers, from the famine
areas _in__Ukraine_, were not to be allowed to leave the affected
areas.
This was an order specifically applying to Ukraine but not to the
other affected areas. I.e. those people were allowed to go look for
food elsewhere.
The existence of this document along with the other historical
evidence convinces me.
