NEWS BRIEFS
Edited by Gokce Gokalp
* The Turkish daily Turkiye reported that during a two-day meeting in
Tehran,
Iran earlier this week, the interior ministers of Iraq's neighbors
Turkey, Iran,
Kuwait, Syria, Jordan and Egypt agreed to cooperate to help end the
chaos and
violence in Iraq. The gatherings final declaration underlined the
importance of
Iraq's territorial integrity, political freedom and national unity.
Regarding border security, the ministers vowed to combat channels of
financial
support for terrorists, including the smuggling of weapons and drugs.
Representing Turkey at the gathering, Turkish Interior Minister
Abdulkadir Aksu
told reporters that Turkey was set to host the minister's next meeting.
He added
that during the talks, he had conveyed Turkey's concern over deadly
attacks on
Turkish truck drivers in Iraq and the continued presence of
anti-Turkish
terrorist groups on Iraqi soil.
The number of Turkish drivers killed in Iraq in the past few months
reached
almost 70 this week.
* According to the Turkish daily Cumhuriyet, European Parliament
President Josep
Borrell and Belgian Foreign Minister Karel De Gucht arrived in Ankara
on Thursday
to discuss Turkey's European Union membership bid in the upcoming
December 17
European Union summit, when the Union will decide whether or not to
begin
Turkey's accession talks.
Borrell is expected to meet with Turkish President Ahmet Necdet
Sezer,
Parliament Speaker Bulent Arinc, Prime Minister Recep Tayyip Erdogan,
and Foreign
Affairs Minister Abdullah Gul. For his part, Mr. De Gucht is also
expected to
meet with Mr. Gul to discuss a number of issues, including bilateral
relations,
regional and international issues, and this months European Union
summit.
* After meeting in Lubeck, Germany, German Chancellor Gerhard Schroeder
and
visiting French President Jacques Chirac said that they wanted Turkey
to be a
European Union member, reported the Turkish daily Turkiye.
Mr. Chirac told reporters that Ankara's European Union membership
would serve
the interests of all sides. Stressing that Ankara's implementation of
the
Copenhagen criteria would be monitored carefully.
Mr. Chirac stated that the process of accession talks would be long
and
difficult. He also added that a referendum would be held in France
after 10-15
years to decide on Turkey's full membership. He also remarked that
the talks
might be suspended if conditions were not fulfilled.
Mr. Schroeder, for his part, said that he and Mr. Chirac shared the
same view
that the talks would be aimed at full.
* Our news on Turkey's efforts to become a European Union member refers
to a
"Copenhagen criteria". You may wonder what this criteria is. From the
European
Union Web pages here is what we found out for you about this criteria:
"In 1993, at the Copenhagen European Council, defined the membership
criteria,
which are often referred to as the 'Copenhagen criteria'
Membership criteria require that the candidate country must have
achieved
-- Stability of institutions guaranteeing democracy, the rule of law,
human
rights and respect for and protection of minorities;
-- The existence of a functioning market economy as well as the
capacity to
cope with competitive pressure and market forces within the Union;
-- The ability to take on the obligations of membership including
adherence to
the aims of political, economic and monetary union.
Membership criteria also require that the candidate country must have
created
the conditions for its integration through the adjustment of its
administrative
structures, as underlined by the Madrid European Council in December
1995."
* In related news, the daily Cumhuriyet reported that Italian Prime
Minister
Silvio Berlusconi and Spanish Prime Jose Luis Rodriguez both expressed
their
support for Turkey beginning its accession talks with the European
Union on
Wednesday.
Speaking at a joint press conference, Mr. Berlusconi stated that they
had
agreed to support Ankara beginning its' European Union talks. We should
encourage
Turkey's desire to integrate with the EU, added Berlusconi.
* On Thursday a number of Belgian daily newspapers warned of a possible
crisis of
confidence fracturing Turkish-European Union relations.
Asking whether Ankara is preparing for such a prospect, Belgian daily
Le Soir
reported that the European Union's messages to Turkey were confusing,
adding that
permanently limiting the movement of Turkish workers would be a first
in European
Union history reported the Turkish daily Star.
* Appearing on television Wednesday, Turkish Prime Minister Recep
Tayyip Erdogan
stated that Turkey had taken the steps necessary for a Cyprus
resolution, adding,
however, that it was impossible for Turkey to recognize Greek Cyprus
before this
month's European Union summit. "The European Union cannot impose this
on us," he
stated.
Mr. Erdogan stressed that he hoped Ankara's accession talks with the
European
Union would begin in the first half of next year and reiterated that
proposals
for privileged partnership were unacceptable.
* In related news, Turkish President Ahmet Necdet Sezer is set to chair
a special
meeting next week with the participation of Prime Minister Recep Tayyip
Erdogan,
Foreign Minister Abdullah Gul, Chief of General Staff Gen. Hilmi Ozkok
and
Foreign Ministry Undersecretary Ali Tuygan, as well as Murat Sungar,
Turkey's
European Union secretary-general.
Opposition Republican People's Party leader Deniz Baykal is also
expected to be
invited to the gathering, which will focus on Turkey's European Union
membership
prospects on the eve of the December 17 European Union summit reported
the daily
Turkiye.
* According to the Turkish daily Hurriyet, Ankara is ready to welcome
Russian
Federation President Vladimir Putin for a two-day visit beginning this
Sunday.
Security forces will take unprecedented measures to protect the Russian
leader,
with 3,000 policemen deployed in the city. Mr. Putin's wife Mrs.
Ludmila Putin is
expected to accompany him.
In related news, Moscow has filed a complaint with the International
Maritime
Organization charging that Turkish officials held up Russian ships
during a
recent passage through the Bosphorus.
The complaint was discussed Wednesday during an International
Maritime
Organization meeting in London, and is due to be taken up again next
week. Turkey
is defending its measures to regulate and protect the straits, one of
the busiest
in the World.
