Keyser was formerly principal deputy assistant secretary for East Asian
and Pacific Affairs in the U.S. State Department and he also advised
Secretary of State Colin L. Powell on issues concerning China. He also
acknowledged having a "personal relationship" with Isabelle Cheng, a
Taiwanese agent.
Sources said the case did not involve espionage, but rather a
government employee being careless. Albert Liu, a spokesman for Taipei
Economic and Cultural Representative Office, said Ms. Cheng and other
involved in the case had been recalled to Taipei and he had no further
comment.
