RATIONALE: soc.culture.indian.karnataka

Karnataka is one of the four Southern states of India, and is home to some
of the finest cultural, artistic, and linguistic traditions in the
country. Though as one of the 25 linguistic states in the Indian Union it
is a comparatively recent creation (having been formed on November 1,
1960), there is an extremely rich heritage backing up this seemingly
recent entity.

Karnataka has produced many fine poets, musicians, artists, and artisans,
and boasts of many fine temples -- all of these are an important part of
India's artistic and architectural history. There is a very well-known and
popular genre of Indian classical music known just by its Anglicized name,
as Carnatic music. More recently, Karnataka has been at the forefront of
India's entry into the modern age, and its capital city Bangalore is home
to India's aeronautics and space industries, besides being universally
renowned as home to some of the finest computer and technical
professionals in the world, and as a place to visit for its social
ambience. In summation, no one can claim to have studied India's history
and culture without having studied Karnataka's, and no one can claim to
know India's present, without knowing the Karnataka of today.

There exists at present a newsgroup alt.culture.karnataka, that attracts a
worldwide readership of many people interested in learning about and
discussing Karnataka. However, as is well-known, there are severe
propagation and other problems with alt.* groups, and this newsgroup is no
exception. Since said group is also not carried by many sites, thus
restricting participation by many people who would wish for a Karnataka
newsgroup in one of the mainstream hierarchies to be available to them, we
propose the creation of a newsgroup in the soc.* hierarchy. Almost all the
other Indian subgroups have already moved up from the alt.* to the soc.*
hierarchies, and we feel it is high time SCIK was created.

CHARTER: soc.culture.indian.karnataka

The newsgroup soc.culture.indian.karnataka shall be a forum devoted to the
discussion of Karnataka -- its people, arts, culture, traditions, history,
etc. -- in a free atmosphere. Issues related to politics, language,
religion, and such are to be discussed in a non-abrasive fashion, and then
only if they are specifically relevant to the broader spectrum of
Karnataka's past or present. Discussions of a purely political or
ideological nature, and discussions promoting or advocating hatred,
especially based on language, religion, ethnic origin, etc., are not to be
conducted.

Crossposting of articles not specifically relevant to Karnataka is
strongly discouraged. Also discouraged are personals and personal
messages, any postings of a purely commercial nature, and ad hominem
attacks of any kind.

The posting of this RFD initiates a discussion of at least three weeks'
(21 days') duration. The discussion is restricted to news.groups only;
do not discuss this on other newsgroups. At the end of that time, a

There were 219 YES votes and 24 NO votes, for a total of 243 valid votes.
There was 1 abstain and 4 invalid ballots.

For group passage, YES votes must be at least 2/3 of all valid (YES and NO)

There is a five day discussion period after these results are posted. If no
serious allegations of voting irregularities are raised, the moderator of
