Certainly the English-language CCTV9 has a live bradcast at
http://www.cctv-9.com/2005/default.asp?videoName=live&videoSpeed=300

and http://watch.squidtv.net/010302asia1h-01china.html tells me that
there are Chinese webcasts too.
