How to find an artist for decorative painting for new house?

Hi! I just went to some open houses in expensive areas in Oklahoma and
was very impress with stencils and decorative painting by artists. How
can I find a good artist to paint in my new home? I asked the builders
if I could take pictures of those but they refused so I didn't want to
ask any info about the artist. Anyone know how the artist charges for
their work? By Hours? Please recommend.
