Port 25 Stopped Working?

One of my IP cam servers sends me notifications via eMail to COTSE's
Port 25.
It stopped working sometime in the last couple of days ""Error with
connecting server; current server: www.cotse.net;connect failed, error:
0x000027"
Changed to Port 587 and clicked "Use a secure connection...." in the cam
server and now the emails are getting through again.
Does anybody know what happened at COTSE vis-a-vis Port 25? Port 25
is still listed as a legit port in the COTSE FAQ.
