Does COTSE Block VPN?

Specifically PrivateInternetAccess...
When I try to send an email, Agent throws "Unable to negotiate SSL...."
when I am connected to a PrivateInternetAccess VPN server.
When I disconnect, the problem goes away.
No problem receiving... just sending.
Is there any hope, or do I always have to disconnect from the VPN
service before sending?
